Description: 

Founded in 2013 by the French Civil Aviation Authority (Direction Générale de l’Aviation Civile – DGAC) and the French Civil Aviation University (École Nationale de l’Aviation Civile - ENAC), France Aviation Civile Services is the expertise and consultancy office of the French civil aviation.

France Aviation Civile Services (formerly named DSNA Services) provides worldwide consultancy services, defines operational concepts, identifies prospective technologies, technical solutions and applications to various aviation clients (civil aviation authorities, airlines, air navigation service providers, airport authorities). France Aviation Civile Services’ domains of expertise are: regulation and safety oversight, ATM operations optimisation, innovative solutions and operational training to meet the ICAO and EASA standards, reinforce operational performance and reach capacity building strategic goals.

France Aviation Civile Services has conducted more than 200 projects in more than 30 countries on different continents.

Activités: 

France Aviation Civile Services provides a complete range of consulting services for institutional clients such as Civil Aviation Authorities, as well as operators such as Air Navigation Service Providers (ANSP), airlines and airport managers, industry in strategic development.

Institutional support:

  • Assessment of the situation for the implementation of action plans.
  • Support to Civil Aviation Authorities of third countries in their reorganization, in the drafting of civil aviation codes, technical regulations, procedures and tools, in particular to comply with the international standards and recommended practices (SARPS) of the International Civil Aviation Organization (ICAO). 
  • Consulting services in the preparation of strategic plans.
  • Conducting economic studies.
  • Support to Civil Aviation Authorities in their missions as economic regulators vis-à-vis airport operators and airlines.
  • Support to Civil Aviation Authorities in their missions of oversight of operators: (certification, continuous monitoring, State Safety plan and follow-up of implementation of safety management systems).
  • Support to the Civil Aviation Authorities for the implementation of a plan for the recruitment of qualified personnel and the development of a training plan.

Support to operators:

  • Assisting in the development of strategic plans for the development of airport infrastructure or the deployment of air navigation services equipment.
  • Safety Management System.
  • Airspace Design.
  • Supporting air navigation service providers in restructuring their airspace, particularly to cope with the growth in air traffic.
  • Support in assessing the capacity of airport infrastructures.
  • Preparation of technical documents for calls for tenders in the field of air navigation.
  • Support in the preparation of certification.

  • Delivering data-driven insights and forecasts to support route development, investment planning, and stakeholder engagement.
  • Integrating sustainability into all aspects of airport operations and development, with a focus on carbon reduction, environmental compliance, and social responsibility.
  • Supporting HR strategies, organisational development, and training programmes to strengthen internal capabilities and foster a culture of performance.

Training:

France Aviation Civile Services benefits from the expertise of the French Civil Aviation University (Ecole Nationale de l’Aviation Civile – ENAC) and offers services in the following areas:
